تحذيرات من تنامي خطاب الكراهية

أطلق الرئيس الفرنسي ورئيسة الوزراء النيوزيلندية، في باريس مع قادة آخرين ومسؤولي شركات تكنولوجيا، “مبادرة” لمكافحة التطرف وخطاب الكراهية على الإنترنت، بعد الهجوم الدموي الذي تعرض له مسجدان في نيوزيلندا وبث مباشرةً على موقع التواصل الاجتماعي فيس بوك.

المبادرة التي اطلق عليها اسم “نداء كرايستشيرش” نسبة الى المدينة النيوزيلندية التي تعرض فيها مصلون في مسجدين للهجوم باسلحة نارية في آذار الماضي من قبل شاب استرالي ينادي بتفوق العرق الأبيض ما أدى إلى مقتل 51 شخصا. وبث المعتدي الهجوم مباشرة على فيسبوك من كاميرا مثبتة على رأسه.

وانضم الى المبادرة حوالي عشرين رئيسا او رئيس حكومة بينهم رؤساء وزراء كندا جاستن ترودو والنروج ارنا سولبرغ وايرلندا ليو فراداكار وكذلك نائب الرئيس الاندونيسي محمد يوسف كالا.

وكان الأمين العام للأمم المتحدة أنطونيو غوتيريش، قد حذر من الانتشار السريع لخطاب الكراهية على الانترنت، وتعهد أن تقود الأسرة الدولية الجهود للقضاء على هذه المشكلة، منبها خلال زيارته لنويزيلندا ولقائه ببعض الناجين من هجوم مسجدي كرايستشيرش الى “زيادة خطيرة في الكراهية” وسط استغلال وسائل التواصل الاجتماعي للتشجيع على التعصب.

داعش والقاعدة

ونجحت تنظيمات ارهابية وجماعات دينية متشددة، في السنوات الأخيرة وعبر خطابها الاعلامي في المواقع الألكترونية ووسائل التوصل الاجتماعي، في نشر أفكارها والترويج لتوجهاتها المتعصبة والرافضة للآخر، في ظل غياب أي تحرك دولي لمواجهة خطابات العنف والكراهية، لتتمكن من تجنيد آلاف الشبان والمراهقين الذين تحولوا الى جيش تحت الطلب او قنابل موقوتة تشكل تهديدا عالميا.

واستغل تنظيما داعش والقاعدة بشكل خاص، ما توفره منصات الانترنيت، لبث فكرهما المتشدد وخطابهما الترويجي والذي نجح في التأثير على عشرات آلاف السكان المحليين الى جانب استقطاب آلاف المقاتلين الأجانب الى العراق وسوريا والذين انخرطوا في عمليات عنف وقتل وابادة واسعة بحق كل من خالفهم الرأي.

وساهم صحافيون ونشطاء في نشر خطاب الكراهية ودعوات العنف، من خلال آرائهم او عبر نقل أخبار وبيانات وحتى معلومات دون التدقيق فيها والتحقق من صحتها. وهو ما دفع مؤسسات صحفية ومنظمات مدنية كما رجال دين كبار الى توخي الدقة في نقل الأخبار، ودعا البابا فرنسيس الصحافيين الى الانتباه لقوّة الأداة التي يملكونها و”مقاومة نشر أخبار لم يتمَّ التحقق منها بشكل كاف”.

وكانت كبرى شركات التكنولوجيا الرقمية قد تعهدت بتبني حزمة من الإجراءات الجديدة لوضع حد لنشر المحتوى المتطرف العنيف وخطاب الكراهية على الإنترنت، وقررت فيس بوك تشديد القيود على خدمة البث المباشر لمنع تسرب خطابات الكراهية والعنف.

وذكر بيان وقع عليه المشاركون في مبادرة “نداء كرايستشيرش” وبينهم الرئيس الفرنسي إيمانويل ماكرون ورئيسة الوزراء النيوزيلندية جاسيندا أرديرن، “إن نشر مثل هذا المحتوى على الإنترنت له تأثيرات عكسية على حقوق الإنسان الخاصة بالضحايا وعلى أمننا الجماعي وعلى الناس في جميع أنحاء العالم”، وفق ما نقلته فرانس برس.

فيما ذكر مكتب الرئيس الفرنسي في بيان تعليقا على المبادرة “لأول مرة تتفق الحكومات والمنظمات الدولية والشركات والمؤسسات الرقمية على سلسلة من الإجراءات والتعاون الطويل المدى لجعل الإنترنت أكثر أمانا”.

شركات كبرى تدعم المبادرة

وأعلنت منصة التواصل الاجتماعي الأشهر “فيس بوك” عن تشديد القيود على استخدام خدمتها للبث المباشر “بهدف منع التشارك الواسع لتسجيلات عنيفة مثلما حصل خلال مجزرة مسجدي كرايستشيرش”. وكان فيس بوك قد واجه انتقادات شديدة لتأخره في حذف شريط الفيديو الذي انتشر بسرعة على وسائل التواصل الاجتماعي.

وشارك فيس بوك في صياغة الالتزامات الجديدة. كما شاركت شركة غوغل ووحدة يوتيوب التابعة لها في التعهد، إضافة إلى تويتر وويكيبيديا وديلي موشن ومايكروسوفت.

وأعلنت تلك الشركات أنها ستتعاون لإيجاد أدوات جديدة لتحديد المحتوى المتطرف بسرعة مثل تبادل قواعد البيانات للمنشورات أو الصور العنيفة لضمان عدم انتشارها في العديد من المنصات.

وأكدت أنها ستدرس طرق تعديل اللوغريتمات (برامج معلوماتية) لمنع انتشار المحتوى العنيف أو الذي يحرض على الكراهية بسرعة على الإنترنت وتسهيل عملية إبلاغ المستخدمين عن المنشورات الضارة.

موقف خاص من واشنطن

ورغم الدعم الدولي لمبادرة “نداء كرايستشيرش” لمنع التطرف على الإنترنت، فان الحكومة الامريكية اعلنت أنها لن توقع عليها. وذكر البيت الأبيض أن واشنطن لن تنضم إلى المساعي الدولية لوقف الدعوات إلى التطرف على الإنترنت، لكنها تدعم أهداف المبادرة”، قائلا: “رغم أن الولايات المتحدة ليست في وضع الآن يسمح لنا بالانضمام إلى التعهد، إلا أننا نواصل دعمنا لأهدافه الواردة”.

وأضاف البيت الأبيض في بيان إن “على القطاع الخاص تنظيم محتواه” مع ضرورة “حماية حرية التعبير”. وأضاف “نواصل جهودنا الاستباقية لمواجهة المحتوى الإرهابي على الإنترنت، كما نواصل احترام حرية التعبير وحرية الصحافة”.

وتابع “نشجع شركات التكنولوجيا على تنفيذ شروط الخدمة الخاصة بها والمعايير المجتمعية التي تحظر استخدام منصاتها لأهداف إرهابية… إضافة إلى ذلك فنحن نؤكد على أن أفضل طريقة لهزيمة الخطاب الإرهابي هو الخطاب المنتج، وبالتالي نركز على أهمية تشجيع الحوار الموثوق ليكون الوسيلة الرئيسية التي نهزم بها رسائل الإرهابيين”.

وكانت الرئاسة الفرنسية قد ذكرت ان اجتماع اطلاق مبادرة “نداء كرايستشيرش” سيعقد في قصر الاليزيه بحضور رؤساء دول وحكومات مثل العاهل الاردني الملك عبد الله الثاني ورئيس السنغال ماكي سال ورئيسة الوزراء البريطانية تيريزا ماي، الى جانب مدراء شركات عملاقة في التكنولوجيا الرقمية بينها غوغل وتويتر وفيسبوك.

بين الصين وواشنطن

وكان تقرير قد أمر بانجازه الرئيس الفرنسي، قد أوصى بمزيد من الإشراف على فيسبوك وإيجاد جهة مستقلة لمراقبة جهود شركات التكنولوجيا العملاقة لمواجهة خطاب الكراهية.

وتقول الرئاسة الفرنسية ان القلق المشترك يتمثل في كيفية “مطالبة الدول وكبريات الشركات الرقمية بالتحرك ضد الارهاب والتطرف العنيف على الانترنت”.

وأوضحت أن الهدف “هو تحديد محور عمل للمستقبل” وخصوصا في مجال “الرد بعد الحوادث” و”التعاون” بين مختلف الاطراف والمنصات والدول والمجتمعات المدنية.

وعلى المشاركين في المبادرة تنفيذ تعهداتهم لوقف المضمون الارهابي والعنيف على وسائل التواصل الاجتماعي ومنصات الكترونية اخرى.

وتأتي المبادرة في موازاة تجمع لشركات التكنلوجيا الرائدة، نظم في باريس وضم حوالي 80 مسؤولا من شركات كبرى لايجاد سبل توظيف التكنولوجيا الجديدة من أجل المصلحة العامة.

وقالت رئيسة الوزراء النيوزيلاندية إن مأساة المسجدين، أثارت صدمة لان الهجوم “أعد لكي ينتشر بسرعة كبرى”. وأضافت أن “فيسبوك الذي استخدم كمنصة لبثه مباشرة حاول حذف الفيديو، لقد تم حذفه 1,5 مليون مرة”.

وأضافت انه في مواجهة مثل هذه الظاهرة “لا يمكننا التحرك لوحدنا على مستوى بلد. يجب تقديم رد على مستوى العالم”. وانتقدت جاسيندا أرديرن مرارا منصات التواصل، قائلة إنه يتعين عليهم “تحمل ملكية ومسؤولية منصاتهم”.

وكانت فيسبوك قد واجهت انتقادات حادة من جانب السياسيين والجمهور لإخفاقها في الإسراع بمحو صور الهجوم الذي وقع آذار على المسجدين بنيوزيلندا من على شبكتها، وظلت صور الهجوم متاحة للتداول على الإنترنت لعدة أيام.

تعهدات فيسبوك

وأعلن نائب رئيس شؤون النزاهة لدى مجموعة فيسبوك غاي روزن، عن تشديد القيود على خدمة البث المباشر.

وقال إن الأشخاص الذين خالفوا قواعد معينة بينها تلك التي تمنع “الاشخاص والمنظمات الخطيرة” سيحرمون من استخدام خدمة فيسبوك لايف للبث المباشر.

وذكر روزن في بيان “في أعقاب الهجمات الإرهابية المروعة في نيوزيلندا، أجرينا مراجعات لما يمكننا القيام به لمنع استخدام خدماتنا في التسبب بأذى أو نشر الكراهية”.

ويأتي ذلك فيما تعكف فرنسا على اعداد قانون يرغم شبكات التواصل الاجتماعي على سحب المضمون الذي يبلغ عنه في غضون 24 ساعة تحت طائلة دفع غرامة باهظة. وترغب باريس في ترويج هذه المبادرة على المستوى الاوروبي.

وسبق اعلان المبادرة واجتماع قادة شركات التكنولوجيا، لقاء جمع الرئيس التنفيذي لفيسبوك مارك زوكربرغ بالرئيس الفرنسي . واعتبر زوكربرغ جهود فرنسا لفرض ضوابط تنظيمية على محتوى خطاب الكراهية على الإنترنت “نموذجا يحتذى به في الاتحاد الأوربي”.

وقال زوكربرج للصحافيين في باريس بعد لقاء ماكرون بقصر الإليزيه “إذا حذت مزيد من الدول حذو ما تفعله حكومتكم هنا، فسيكون لذلك في رأيي نتيجة أكثر إيجابية للعالم من بعض البدائل”.

وعبر عن تحمسه للعمل بهذا الخصوص مع الحكومات. وقال: “نحتاج إلى قواعد للإنترنت تحدد مسؤوليات الشركات ومسؤوليات الحكومات… ذلك هو السبب في أننا نريد العمل مع فريق الرئيس ماكرون”.

الأمم المتحدة تحذر

في سياق موازي، حذّر الأمين العام للأمم المتحدة أنطونيو غوتيريش، من أن خطاب الكراهية ينتشر على الانترنت بسرعة، متعهدا بأن تقود الأسرة الدولية الجهود للقضاء على هذه المشكلة.

وقال خلال لقائه بعدد من الناجين من المجزرة التي بثت بشكل مباشر على الأنترنيت “أدرك بأن ما من كلمات تخفف من الألم والحزن والأسى، لكني رغبت أن آتي الى هنا شخصيا لنقل المحبة والدعم الكامل”.

وتحدث غوتيريش من مسجد النور، أحد المركزين الإسلاميين اللذين تعرضا للهجوم في نويزيلندا، مشيرا الى “زيادة خطيرة في الكراهية” وسط استغلال وسائل التواصل الاجتماعي للتشجيع على التعصب، قائلا إن “خطاب الكراهية ينتشر بسرعة على وسائل التواصل الاجتماعي. علينا ضبطه”.

وأشار الى ان مستشاره الخاص لمنع عمليات الإبادة اداما دينغ، موكل بمهمة تهدف إلى محاربة التطرف على الانترنت. وقال إن مهمة دينغ تتعلق بـ”تشكيل فريق للأمم المتحدة يقوم بوضع ردنا على خطاب الكراهية وتقديم خطة تحرك دولية”.

البابا يدعو الى الدقة والتحقق

وتلتقي مبادرات القادة الغربيين لمواجهة التطرف وخطاب الكراهية عبر الانترنيت وتحذيرات الأمم المتحدة من مخاطر سرعة انتشار ذلك الخطاب، مع جولات بابا الفاتيكان، الذي زار قبل اسابيع بلغاريا ومقدونيا الشمالية وهما دولتان ذات أغلبية أرثوذكسية، ودعا فيهما الى الانفتاح ومواجهة الخطاب (القومي والديني) المتعصب والترحيب بـ”الفارين من الحرب والبؤس”، وحظ البلغاريين على عدم تجاهل من يطرق أبوابهم، قائلا إن التنمية الاقتصادية والمدنية للبلاد تمرّ عبر “لقاء” الثقافات والديانات المختلفة.

وفي تصريحات أخيرة تنصب في اطار مواجهة الاخبار الملفقة التي تولد العنف والكراهية،  دعا البابا فرنسيس، خلال استقباله وفدا من الصحافيين في الفاتيكان، الى “التمسك بالتواضع خلال عملهم، وعدم نشر الاخبار التي لم يتم التحقق منها بشكل كاف”.

وقال لوفد من جمعية الصحافة الأجنبية في أيطاليا، وفق ما نقله موقع “فاتيكان نيوز” الرسمي، إنَّ الصحافي المتواضع هو “صحافي حرّ، حرّ من أيّة تأثيرات، حرٌّ من الأحكام المسبقة، ولذا فهو شجاع”.

وأضاف “عليكم أنتم الصحافيّون أن تأخذوا بعين الاعتبار قوّة الأداة التي تملكونها وتقاوموا نشر أخبار لم يتمَّ التحقق منها بشكل كاف.. التواضع يجعلنا نقترب من الواقع ومن الآخرين بموقف التفهُّم، الصحافي المتواضع يسعى ليعرف الوقائع بشكل صحيح وتام قبل أن يرويها ويحلِّلها”.

وتابع “كم هو سهل عدم طرح الأسئلة والاكتفاء بالأجوبة الأولى والبقاء على السطح، والاكتفاء بالحلول التي لا تعرف تعب الاستقصاء القادر على تصوير تعقيدات الحياة الحقيقية”.

ونبه البابا الى إن “تواضع عدم معرفة كل شيء هو الذي يحرّك البحث، أما ادعاء المعرفة فهو الذي يعيقه”، داعيا الصحافيين الى ادارك أنّهم ومن خلال مقالة أو تغريدة أو نقل مباشر “يمكنهم أن يفعلوا الخير ولكن أيضاً إن لم يكونوا متنبهين يمكنهم أن يسببوا الشرّ للقريب وأحيانًا لجماعات بأسرها”.
